C1 Advanced Part 2 Essay Sample Answer
You see this notice in the bus station of the town where you are studying English.
The town council intends to spend money improving public transport in the area and invites people who use it to send in proposals for improving the system. In your proposal you should outline any problems you have had with local transport and make recommendations for improving the system in general.

Write your answer in 220-260 words in an appropriate style.
Introduction
This proposal outlines two methods by which the town council can improve public transport. These methods are a park and ride scheme and sharing for bicycles and cars.
My Problems with Local Public Transport
I have found that if I want to get from my accommodation into the centre of the town, it frequently takes much longer than it should. This is due to heavy traffic congestion, the majority of which is caused by cars used by people shopping or commuting. The following are two ideas for combatting this issue.
Park and ride scheme
In an attempt to reduce the number of cars in the town, large car parks could be created on the outskirts so drivers could park there, then take a free bus into the centre. These busses would also have priority at traffic lights for quicker journeys.
Share schemes
Ride hailing apps, car sharing for drivers and share bikes would all cut down on cars in the town which would benefit from less air and noise pollution and a more pleasant shopping experience for shoppers.
Recommendations
While I recommend the council takes both of these measures, I would suggest they start with share schemes, which would hopefully help to cut down the traffic, while the park and ride scheme would probably be the most effective, but also the most expensive.
